Very often, local people suffer from the destructive outcome of top enforced pseudo development activities at the local level. As a result, the underlying risk drivers inherent to development policies and practices generate and accumulate disaster risks at local level. Either money or politics driven pseudo development destroys the harmonized local systems, eliminate the existing resources and thus increase the disaster vulnerability to the locality.It is widely recognized that economically poor local people are free from mental poverty to a large extent. But conventional policy discourse can offer little space for a researcher or policymaker to include the local people into the development process. Thus the local people become merely a recipient of the research and development output only. Their participation in the process often is either absent or vaguely fabricated. At the local level, governance of research and development is confined only to unisectorial institutes or i
deas. And public decision making mechanisms are absolutely contaminated with group choice, Socio-Political conflict and Menta-Economic poverty of individual person, group or institution. Most importantly, locally traditional mechanisms for social information sharing and decision-making process are being ignored. In case of DRR, successful partnering will ensure the successful implementation of Post- 2015 Framework for Disaster Risk Reduction Strategy at the local level. For this reason, exploring the investable resources of the local people is crucial.
